New York Climate Zones 4A and 5A: What They Mean for a Building Project

A building climate zone is a code category based mainly on heating and cooling conditions. It helps set energy requirements for insulation, windows, air leakage and mechanical systems. It is not the same as a FEMA flood zone or a local zoning district.

Where Long Island fits

Under New York's current 2025 Energy Conservation Construction Code, Nassau and Suffolk Counties are in climate zone 4. New York City and Westchester are also listed in zone 4. Many counties farther north and west are in zone 5, and the coldest listed counties are in zone 6.

People often call Long Island “4A.” The number describes the temperature band, while the letter A is commonly used in national climate maps for a moist region. The New York code table lists the county by zone number, so the adopted code and local filing instructions should control the actual permit documents.

What changes from one zone to another

Colder zones generally need stronger thermal performance. The code tables can change insulation levels, window U-factors and some system requirements. The exact path also depends on whether the project is residential or commercial, new construction or an alteration, and which compliance method is used.

A renovation does not automatically require every existing wall to be rebuilt. The scope, exposed assemblies, additions and equipment changes determine what must be shown and upgraded.

Climate zone is only the starting point

Two buildings in the same climate zone can need different details. A coastal Long Island house may face wind-driven rain and salt exposure. A masonry building and a wood-framed house dry differently. Indoor humidity also matters, especially for pools, kitchens, medical spaces or buildings with tightly controlled environments.

What owners should ask for

The drawings should identify the adopted energy code and the chosen compliance path. Insulation, windows, air sealing and mechanical work should be coordinated rather than selected one product at a time.
